The engineering firm, Ford, Bacon, and Davis designed the loop in 1899. The firm consulted with the second incarnation of the New Orleans City Railroad. While NOCRR was the "downtown backatown" operator that built the Canal and Esplanade lines, the second NOCRR was the first attempt to consolidate transit operations.
